I was just wondering if you had the toddler checked for allergies? Maybe he/she is allergic to latex contained in the nipples of bottles. I would most suspect allergies since using wipes and cleansing makes it worse. Or perhaps a severe case of dry skin, try using a cortisone cream on it. This may help with the dryness and any allergic reaction.
