Your mother should see a Neurologist. There are all kinds of medications out there. I also have a severe case of restless leg and now occasionally have symptoms in my right arm. I am on a combination of drugs every evening. At 7:30pm I take 2 Darvocet N 100 and then as I am ready to get into bed I take 1 Percodan. I have been on this combination for several months. It has been a long road to get to this stage. Tell your mother to hang in there. It takes time.
