Once a heart condition has been ruled out as the cause of swelling in both ankles the doctors usually look at the veins to see if there is a problem. If the valves in the veins are not working properly fluid is forced out of the veins into the tissue. This can be treated with elevation (higher than your heart) and compression stockings - the prescription kind.
